It's important to understand that Ruseia was the firstborn, and that logically made her owed certain things she never received.
Clever, strong, and quick from a young age, Ruseia always towered above any of her siblings. She excelled at near everything she touched, especially the art of tactics and policking that was the lifeblood of Korin. She caught her pegasus, Liandrin, a full two years younger than most young girls, and can still shoot a bow from the back of one better than any other pegasus knight in Eina. Gifted, she was, certainly moreso than her younger brother ... a brother who would become Lord of Eina, when she herself was married off in a political marriage as a pawn, when she was a queen.
The day she realized this was the day she realized that something had to be done about Gebann.
At first, her goal was simply to become more valuable to her father than her brother was. In Korin, a Lord makes the laws of his House, and it wouldn't be the first time a man chose a daughter over a son as his heir, especially when she was his firstborn and had earned the right. But no matter how hard she worked, her father never warmed to her hints that she deserved her brother's inheritance. As the years went by, she refined her goals, and her ambitions grew, and she cultivated contacts, loyalties, and plans. She became in many ways more intergral to the workings of Eina than her father did, but still he'd hear nothing of naming her his heir. At sixteen, she quietly directed her father's armies into the greatest military triumph of the generation, masterfully erasing Eina's ties to anyone who could take revenge, and still, still, her father favoured Gebann.
Finally seeing that she'd never be given what she deserved, Ruseia turned to sabotage. It wasn't hard to find her brother's weak spot, and easy as pie to feed it to their father.
When her brother was sent forth from Eina, and then declared dead, Ruseia took her place by her father's side gladly and happily. She's served well as his heir, taking on as many of his responsibilities as he would let slip through his fingers, but she's always hungry for more. She uses Eina's resources as she sees fit, and she commands them masterfully. She wants a bright, beautiful future for her House, and she's pleased that she's been recognized at the person who'll bring it.
However, her goals are not those her family has shared for generations and generations, for while Eina has maintained its position as a cold, neutrel mountain fortress looking down upon the rest of Korin for centuries, Ruseia sees a change of course for Korin's oldest House, and dreams of a more lofty title than Lady of Eina.
Queen of Korin would suffice.

Owning every room she's in and commanding the ear of all who listen with her voice, Lady Ruseia of House Eina is the sort of woman who one never forgets after meeting once.
Ruseia has always been willful, prideful, and imperious, but she's grown worse with time. Once simply aware of her strengths and full of confidence, with a life full of many successes and few failures, that confidence has become arrogance. Ruseia looks down on absolutely everyone with the sole exception of her father. All people are players in her game. She manipulates her young sisters against each other, she sees her troops as markers on a tactical board, and her servants are little more than automans that perform functions. She has many "friends," especially among the pegasus knights, because she's the sort of women all other women hate, but crave the approval of. However, there is no one who is close to her. Ruseia sees such connections as liabilities.
However, Ruseia respects others -- specifically, she respects those she sees as strong and worthy. Weakness is pitiable to her, but strength is worth admiration, and the only way to have Ruseia see you as a true person is by exhibiting some that she deems worthwhile.
Her single soft spot is her father. Ruseia is motivated, deep down, by bitterness and by hurt. Lord Valtes had never been willing to see her as a viable candidate for Eina, not until she had completely removed Gebann from the picture and left him with no choice. Her motivation had once been nothing more than her father's approval and the desire all children have to be the favourite of their parents, and though time has warped it into something dark and hateful, and her ambitions have flourished into something dangerous and destructive, at her heart all Ruseia ever wanted was for her father to accept her as Gebann's better -- or at least, his equal.
She was, after all, his firstborn. Female or not.

Ruseia and her brother Gebann have frequently been mistaken for twins. She shares his build, his graceful but firm strength, his height, his nose and forehead and lips and chin, his long, flowing silver hair. Their voices even sound quite similar, his a tenor and hers an alto. The only place in which they differ is their eyes; where Gebann has their father's crystal blue eyes, Ruseia's has her mother's, red as sunsets on snow and piercing like blood from an arrow wound.
